What Is the Bbl? The Dutch Building Decree Explained
What is the Bbl?
Short answer: The Besluit bouwwerken leefomgeving (Bbl) — the Building Decree for the Living Environment — is the Dutch national regulation setting technical requirements for constructing, renovating, using and demolishing buildings: safety, health, energy efficiency and usability. It sits under the Omgevingswet (Environment and Planning Act) and replaced the old Bouwbesluit 2012 in 2024. Where the omgevingsvergunning (environmental permit) and the omgevingsplan (local zoning plan) govern whether and where you may build, the Bbl governs how the building itself must technically perform.
What does the Bbl actually cover?
The Bbl is organized around a set of themes that apply to every building, regardless of project type:
Safety — structural safety, fire safety, escape routes, fire compartmentation.
Health — daylight, ventilation, moisture control, noise.
Usability — minimum room dimensions, accessibility, reachability.
Energy efficiency and environment — insulation values, BENG energy standards, the environmental impact of materials (MPG).
Existing buildings, new build and renovation — each of these three situations is assessed against a different level (see below).
Each theme has its own dedicated knowledge-base page with the exact requirements; this page explains how the Bbl is structured as a whole.
Determining your building's use function
The Bbl sets requirements per use function (gebruiksfunctie) — not per building type. A building can have a residential, office, retail, education, healthcare, lodging or industrial function (or a combination). The use function follows the building's actual or intended use, not its zoning designation or its facade. This is a critical first step, because daylight, ventilation, fire safety and accessibility requirements all differ by function.
New build, renovation and existing buildings: what's the difference?
The Bbl works with three levels, each for a different reason:
New build — the highest requirement level, applying to anything built from the ground up.
Renovation (verbouw) — an intermediate level. Renovation is generally assessed against the rechtens verkregen niveau (the level a building is legally entitled to retain, based on the rules in force when it was lawfully built or last approved), plus a small set of minimum requirements that always apply on renovation (fire safety, for instance).
Existing buildings — the lowest level, applying as long as you change nothing. As soon as you renovate, the applicable level shifts up to the renovation level for the part you're working on.
The rechtens verkregen niveau is therefore not a fixed number — it depends on which regulations were in force when the building was legally constructed or approved. A 1975 building and a 2015 building can have a different legal starting point.
Equivalent solutions and custom requirements
The Bbl doesn't always prescribe one fixed solution. Two exception routes come up often:
Equivalent solution/measure (gelijkwaardige oplossing) — you deviate from the standard Bbl requirement but demonstrate that your solution offers the same level of protection (an alternative fire-resistant construction, for example). This needs to be substantiated in the permit application or bouwmelding.
Custom requirement (maatwerkregel/-voorschrift) — within the bounds of the Bbl, a municipality can set its own local requirement on specific points — stricter noise limits in a dense urban area, for instance.
How is a building plan assessed against the Bbl?
For a permit-requiring technische bouwactiviteit, the municipality (or environmental service) assesses the plan against the relevant Bbl chapters for the building's use function and level (new build/renovation). For a bouwmelding (gevolgklasse 1 — see the Wkb page), part of this assessment sits with an independent kwaliteitsborger instead of the municipality itself.
