Struck raises €2M Seed round to simplify building compliance and accelerate construction with AI

Value Factory Ventures led the round, joined by Antler and a group of Real Estate and Construction industry angels, to accelerate compliance automation and drive European expansion.

Amsterdam, November 6th 2025

Amsterdam-based startup Struck has raised €2 million in seed funding to further accelerate construction through the use of artificial intelligence (AI). With this technology, Struck aims to make construction faster and more affordable by immediately complying with all applicable laws and regulations – and also contributing to a more sustainable construction sector. The round was led by Value Factory Ventures, with participation from Antler and several business angels from the construction and real estate sectors.

Construction projects in Europe face a growing mountain of regulations – from zoning plans to energy requirements and sustainability standards. This complicates the process and often leads to delays, higher costs, and uncertainty. And yet, we need more homes right now and want to accelerate our sustainability efforts.

Struck has developed an AI platform that provides architects, developers, and municipalities with immediate insight into the regulations applicable to their projects and, in the future, automatically checks whether a design meets all requirements. By digitizing and automating these compliance checks, Struck helps accelerate permitting processes, reduce risks, and stimulate innovation in the construction supply chain.

Since its launch in 2024, Struck has become the leading AI platform for building regulations in the Netherlands, boasting thousands of users. Municipalities, builders, developers, and architects are among its clients. An extensive AI library of building regulations and environmental plans, as well as a permit-exemption checker, has been developed, allowing you to check in just a few steps how many square meters can be built without a permit.

Max van Riel, cofounder of Struck explains:

“Building regulations are becoming increasingly complex, while the need for faster and more sustainable construction is greater than ever. Therefore, it's essential to find solutions to accelerate and simplify this process. I'm proud that with Struck, we've built an AI-driven platform that helps both public and private parties easily navigate regulations. This investment allows us to further develop our compliance and design check platform and bring this solution to other European countries facing the same challenge”

Johan van Heusden, Managing Partner at Value Factory adds:

“The construction sector is responsible for nearly 40% of global CO₂ emissions, yet we urgently need to build millions of new homes. Solving this paradox means building smarter,  not slower. Struck’s AI platform removes one of the biggest barriers to progress: the regulatory complexity that delays sustainable projects and drives up costs. By turning rules into real-time design intelligence, Struck helps make the green transition in construction faster, scalable and achievable. That’s exactly what we stand for at Value Factory.”

Struck is currently active in the Netherlands and is preparing to roll out its platform in multiple European countries. For more information, check www.struck.eu
